At the beginning of 2026, two significant changes took place in the veterinary services provided by Mikkeli Region Environmental Services: Kangasniemi became part of the Mikkeli regional veterinary emergency service, and the changes introduced by the new Animal Health Care Act came into effect.

In addition to the clinic fees, so-called supplementary service fees were introduced. These apply to certain small animal procedures. No changes were made regarding services for production animals.

The maximum fees charged by the municipal veterinary surgeon to his clients are set out in the schedule of fees for municipal veterinary surgeons annexed to the medical contract. This is laid down in Article 19 of the Veterinary Services Act. 

In addition, the City of Mikkeli charges a clinic fee for visits to the clinic. The clinic fees are set by the Environmental Board and can be found at the end of the Environmental Health Care Fee Table. The veterinarian collects the clinic fee and remits it to the city.” More information here (in Finnish): Click here and Click here.

The emergency service is intended for urgent and immediate medical cases. 

Instructions 

Call the veterinary emergency number in an acute case. If the call goes to voicemail, leave a message with your name, phone number and what’s going on.  The vet will contact you when they are free.

Veterinary Emergency Service Outside Office Hours

The Mikkeli regional veterinary emergency service covers the City of Mikkeli and the municipalities of Hirvensalmi, Kangasniemi, and Mäntyharju. The emergency service is shared for production animals, horses, and companion animals.

The veterinary emergency service operates outside normal office hours, during evenings and around the clock on weekends. It is intended for urgent cases requiring immediate veterinary attention. The region uses a so-called mixed emergency service model, whereby a single on-call veterinarian is responsible for treating emergency patients among production animals, horses, and companion animals throughout the entire emergency service area. Patients are treated according to the urgency of their condition.

Municipal veterinary clinics primarily provide acute care. Small animals and horses are referred to private veterinary service providers for further treatment when necessary. Treatment at private veterinary clinics is at the owner’s expense.

The on-call small animal clinic may be located in Mikkeli, Kangasniemi, or Mäntyharju.

Always call the on-call veterinarian in advance, as the veterinarian may not be present at the clinic.

Emergency service fees include an additional on-call surcharge.

Instructions

Call the veterinary emergency number only in cases of acute illness or injury. In all other situations, please contact a veterinarian during regular office hours.

If the veterinarian does not answer the phone immediately and you would like them to return your call, always leave a voicemail in urgent cases. In your message, state your name, telephone number, and the reason for your call.

The veterinarian will contact you as soon as they are available. The on-call veterinarian works alone and does not have a clinic assistant available.

If necessary, please call again if the veterinarian has not contacted you within a reasonable time and the matter remains urgent.

More Information on Changes to Veterinary Services and Fees

CHANGES TO MIKKELI REGIONAL ENVIRONMENTAL SERVICES VETERINARY SERVICES AND FEES EFFECTIVE FROM 1 JANUARY 2026

Mikkeli Regional Environmental Services provides municipal veterinary services and veterinary emergency services in the City of Mikkeli and the municipalities of Hirvensalmi, Kangasniemi, and Mäntyharju in accordance with an intermunicipal agreement.

In addition, changes and increases to veterinary service fees came into effect.

1. Change to the Emergency Service Area

The veterinary emergency service is a municipal mixed emergency service, in which one veterinarian is generally on duty alone and is responsible for providing urgent veterinary care for both small and large animals. Depending on the location of the on-call veterinarian, emergency consultations are provided at the veterinary clinics in Mikkeli, Kangasniemi, or Mäntyharju.

Always contact the on-call veterinarian before travelling to an emergency appointment, as the clinics are not staffed at all times.

Municipal veterinary emergency services primarily provide urgent veterinary care. Patients may be referred to private veterinary service providers for further treatment when necessary. Specialist veterinary services are available from private animal clinics. The nearest private animal hospitals offering 24/7 services for companion animals are located in Jyväskylä, Kouvola, and Kuopio.

Treatment at private veterinary clinics is provided at the owner’s expense.

2. Reform of the Veterinary Services Act

At the beginning of 2026, changes to municipal veterinary services came into effect throughout Finland following the implementation of the new Veterinary Services Act (Veterinary Services Act 285/2023 (in Finnish)).

No significant changes have been made to municipal veterinary services for production animals, apart from the change to the emergency service area. Veterinary services for production animals are classified as statutory services that fall within the organiser’s responsibility. Supplementary service fees are never charged for these services.

Under the Act, urgent veterinary assistance must be available for all domestic animals within the organiser’s service area when it is not reasonable to transport the animal to another service area responsible for providing the service.

For companion animals and horses, some procedures were reclassified as so-called supplementary services from 1 January 2026 onwards.

According to the Act, basic veterinary services that fall within the organiser’s responsibility are intended for:

  • Companion animals whose owner or keeper resides within the Mikkeli Regional Environmental Services operating area; and
  • Production animals and horses whose place of keeping is located within the operating area.

Veterinary services for clients from outside the area are provided when resources allow.

The service portfolio for veterinary care provided by Mikkeli Regional Environmental Services was approved by the Mikkeli Regional Environmental Board on 20 November 2025. The decision also includes detailed procedure lists (in Finnish).

3. Fees Charged for Veterinary Services

The veterinary service fees collected by Mikkeli Regional Environmental Services were approved by the Mikkeli Regional Environmental Board on 11 December 2025 and apply throughout the entire service area.

A separate equipment fee is charged for the use of X-ray and ultrasound equipment for companion animals and horses.

In addition to the fees charged by the City of Mikkeli, the attending veterinarian will charge fees in accordance with the municipal veterinary tariff, including:

  • Procedure fees
  • Travel expenses
  • Medication costs
  • Supply and equipment costs

These charges are applied according to the municipal veterinary fee (in Finnish) schedule in force from 1 October 2025.
